The Role

The Programme Director will be responsible for all aspects of the WSP Project including securing planning, licences, permits, development and implementation of an appropriate Procurement strategy, development and implementation of appropriate construction strategies and plans as well as the development and leadership of an effective and motivated team to deliver the approved Project scope in a timely and cost effective manner.

This role will report to the Chief Operations Officer with a matrix reporting line to the Managing Director, Irish Water and will be a member of both the Ervia and Irish Water Senior Management teams.

Duties & Responsibilities

You will be responsible for ensuring that all aspects of the WSP are delivered in accordance with International Best Practice including:

  • Strategic and operational oversight of Project design, estimation and consents, including environmental and project planning required to meet all relevant statutory processes.
  • With the support of the communications team, build on the current strategy to promote the WSP project and act as a champion for the advancement of the project.
  • The ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
  • Identify all key stakeholders and with support of the Ervia and IW senior management team develop a plan to address and build relationships with these key stakeholders.
  • Programme management, budgeting, and forecasting.
  • Delivery of value for money and efficiency in WSP.
  • Project management including performance monitoring and reporting
  • Strategic and operational oversight of effective commercial and contract management, including dispute resolution on WSP
  • Strategic and operational oversight of specialist engineering services including land & wayleaves services.
  • Strategic and operational oversight of governance, including performance and risk and adherence to all internal Ervia/IW governance processes.
  • Strategic input and support to ensuring effective procurement and supply chain management across all service providers.
  • Strategies and operational oversight for the monitoring and mitigation of asset delivery risk, including risk management strategies.
  • Reporting on all areas of WSP delivery, including contracts & commercial, engineering services and all aspects of governance.
  • Strategic and operational oversight of health & safety compliance and standards across the WSP with a specific focus on ensuring Safety is a key driver on all aspects of design and that WSP is delivered without causing any harm to anybody working on or impacted by the Project
  • Development and maintenance of key internal relationships across Irish Water and the wider ERVIA Group.

Provision of management expertise and leadership to a large multidisciplinary team.

Knowledge, Skills & Experience

  • Relevant third level engineering degree qualification with minimum of 15 years post-qualification experience in a senior position in a water or equivalent utility.
  • Relevant experience in the utilities sector of large scale investment planning and delivery.
  • Proven ability to successfully deliver large scale complex and varied capital portfolios and drive high performance.
  • Detailed knowledge and experience in the planning and permitting requirements associated with Capital project delivery.
  • Knowledge and experience of mobilising and managing the supply chain, including design, planning and construction services.
  • Relevant contract management and strategic planning experience.
  • Budget, OPEX and CAPEX management experience.
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders.
  • Demonstrated leadership ability, proactive development, motivation and engagement of teams.
  • Excellent business and financial acumen, including budgeting, forecasting, investment case preparation in a similar and regulated environment.
  • Driver of high standards for individual, team and organisational accomplishment and delivering desired results.
  • Proven ability to communicate and work effectively with others, leveraging diverse strengths and the value of strong relationships.
  • Proven ability to energise and engage others, demonstrate flexibility and agility, creating an environment that facilitates change, growth and continuous improvement.
  • Proven ability to achieve results through effective management of self and others, taking ownership, prioritising workload, mobilising action and making informed and timely decisions.
